The districts will fight it to the death. Look for a voluntary program with insufficent monitoring. I suppose they can then hope for GRACE to die and not be replaced.
A couple of questions:
What subsidence data exists for this period?
What’s special about that area of extreme depletion in the far southern SJV? Cotton country, yes?
